Administrative Structure of Disaster Management in India
The Department of Agriculture and Cooperation (DAC) in the Ministry of Agriculture, Government of India, is the nodal department for all matters concerning natural disasters relief at the Centre. The National Contingency Action Plan (CAP) facilitates launching of relief and rescue operations without delay. There are various committees at the national level for disaster management such as Cabinet Committee for effective implementation of relief measures in the wake of natural calamity; National Crisis Management Committee at the national level headed by the Cabinet Secretary who is in charge of various types of disasters and supporting ministries as members; Crisis Management Group reviews various measures required for dealing with a natural disaster, and coordinates activities of the Central ministries and the State Governments pertaining to disaster preparedness and relief and obtains information from nodal officers on measures relating to the above. Figure 1 shows the Interaction Pattern in the Government.
Industrial Approval Policy
- Industrial Licensing has been virtually abolished in the Electronics and Information Technology sector except for manufacturing electronic aerospace and defence equipment.
- There is no reservation for public sector enterprises in the Electronics and Information Technology industry and private sector investment is welcome in every area.
- Electronics and Information Technology industry can be set up anywhere in the country, subject to clearance from the authorities responsible for control of environmental pollution and local zoning and land use regulations.
- Large and Medium Industries exempted from licensing are only required to file information in the prescribed I ndustrial Entrepreneurs' Memorandum (IEM) with the Secretariat for Industrial Assistance (SIA), Department of Industrial Policy and Promotion, Ministry of Commerce & Industry, Government of India and obtain an acknowledgement. Immediately after the commencement of commercial production, Part B of the IEM has to be filed. No further approval is required. Small Scale Industries are required to register with the District Industries Centre (DIC).
